Report of THE COMMISSION ON NARCOTIC DRUGS session in Vienna

The International Drug Policy Consortium produced a report on the annual meeting of the Commission on Narcotic Drugs in Vienna, including information on the 2008 process.

Th e International Drug Policy Consortium aims to promote objective and open debate on the eff ectiveness, direction and content of drug policies at national and international level, and supports evidence-based policies that are eff ective in reducing drug-related harm. Based on the fi ndings of our research and written work, the Consortium engages with offi cials and politicians in national governments and international agencies - through correspondence, face-to-face meetings and involvement in conferences and seminars - to promote eff ective policies, thereby making the most upto- date research and practice knowledge available to decision makers.

Dronabinol is the main active principle of cannabis. However, the cannabis plant contains a “natural mixture” of around 70 diffff erent cannabinoids, as well as many other substances. Th ere fore, the pharmacological properties of natural cannabis and drona binol are not identical.

Delta-9-tetrahydrocannabinol was included in Schedule I of the 1971 Convention at the time of its adoption. In 1989, the WHO Expert Committee on Drug Dependence recom mended that dronabinol be moved to Schedule II.
